This document, developed within Capacity2Transform project presents the results of a bibliometric analysis and literature review on the measurement of digital, green, and entrepreneurial skills. Despite the extensive body of existing research, a key gap was identified: no available tools sufficiently measure these competences in line with the project’s objectives. To address this, a tailored questionnaire was developed, drawing on the DigiComp, GreenComp, and EntreComp frameworks. This questionnaire will serve as a central instrument for assessing participants’ competences within the C2T project.

In addition to the questionnaire, the document outlines a monitoring and evaluation plan designed to track the effectiveness of upskilling activities. The plan specifies when and how self-assessments will be conducted, as well as the roles and responsibilities for monitoring and oversight, thereby ensuring that each upskilling action achieves its intended objectives and that competence development is systematically documented.

The toolkit also establishes clear responsibilities for preparing periodic progress reports. These reports will provide stakeholders with transparent insights into the advancement of upskilling actions and participants’ skill development, supporting accountability and effective communication throughout the project.
